Policy, Research and Innovation Unit Published: Melbourne : Anglicare Victoria : August 2015 Abstract: The TEACHaR program ('Transforming Educational Achievement for Children in Home-based and Residential care') was designed and implemented by Anglicare Victoria in response to evidence that children and young people living in OHC often experience poor education outcomes in comparison to the general student population. As such, the program aims to : Strengthen student school engagement and attendance in compulsory schooling, Lift student literacy, numeracy and academic skills, Support students to obtain results that are more consistent with their potential and ability, Support students to complete Year 12 or its equivalent at the same rate as others in the Community and to support students to develop more positive feelings and attitudes towards learning. One of TEACHaR's unique strengths is that it employs and remunerates experienced, registered teachers who bring a range of classroom, welfare and senior level teaching experience to their work. Each TEACHaR program comprises one Lead Educator (who also has a coordination role) and two Educators; that is, a combined team of nine staff. Where possible and appropriate, the TEACHaR model prioritises direct support to children and young people in OHC, both in their homes and their classroom environments, rather than referrals to other services. Interventions are flexible and holistic, encompassing: 1:1 tuition, group work, informal learning, systemic advocacy, brokerage and assistance for students to access Allied Heath and other assessments. The model is also highly collaborative, working closely with schools, care teams, OHC settings and other professionals. This evaluation is targeted to the original pilot TEACHaR program only (TEACHaR 1). It does not currently extend to the work of the two additional TEACHaR teams. The aim of the evaluation is to test whether the TEACHaR Operating Model, via its key service activities, can affect positive change for children and young people receiving the intervention across a range of educational domains. New approaches to supporting these young people are being developed by the Victorian Government through their strategy Victoria’s Vulnerable Children : Our Shared Responsibility. Additionally, improving outcomes for young people in out-of-home care aligns with several of the focus areas of the 2012 Youth Statement Engage, Involve, Create. Here, the Victorian Government identified as two of its priorities “Services that meet the needs of young people” and “Getting young people involved”. some of these are : Helping vulnerable young people and their families to access education, training and community participation programs and funding, recognising young people’s diversity and addressing the barriers to participation in their communities that some experience and Improve coordination across the service sector to produce better outcomes for vulnerable young people through services which : focus on young people in a holistic way (not treating their issues in isolation), provide a high standard of professional service delivery and empower young people to direct and participate in the support they receive and the services they access. Services should operate as part of an integrated system which supports young people within the context of their personal, family and community circumstances and future aspirations. Services should also be accessible and locally relevant. This paper argues for the particular importance of addressing issues faced by young people in out-of-home care in rural and regional communities. It outlines some approaches for enhancing outcomes for this especially vulnerable group.
